In Rwanda, Pact Rwanda implements the ACHIEVE Project (Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination)—a PEPFAR- and USAID-funded initiative that strengthens systems of care and improves the health outcomes of vulnerable populations affected by HIV.
Profile of the Post
Pact Rwanda is seeking a technical program manager for the ACHIEVE project. This position reports directly to the ACHIEVE Rwanda Project Director and plays a central role in the implementation of lifesaving HIV-related interventions. The Technical Program Manager provides technical leadership and strategic guidance for project activities aimed at improving:
- Case identification
- Linkage to Antiretroviral Therapy (ART)
- Adherence and viral load suppression
The role focuses on key populations, including children and adolescents living with HIV (C/ALHIV), pregnant and breastfeeding women (PBFW), HIV-exposed infants (HEI), and HIV-positive caregivers. The successful candidate will work closely with subawardees, government counterparts, and the Rwanda Network of People Living with HIV (RRP+) to ensure all project activities are delivered with high quality, in compliance with national policies and donor requirements.
Major Tasks
As the Technical Program Manager, you will:
- Provide Technical Leadership: Deliver technical assistance and supportive supervision to implementing partners and subawardees, ensuring alignment with PEPFAR guidelines and Rwanda’s national HIV strategy.
- Ensure Program Quality: Oversee the implementation of HIV-related interventions and use data-driven approaches to strengthen case management and service delivery.
- Capacity Building: Coach and mentor subawardee teams to improve their technical and operational capacity in HIV program implementation.
- Data-Driven Management: Collaborate with the Monitoring, Evaluation, and Learning (MEL) team to analyze data, identify gaps, and implement corrective measures to improve program outcomes.
- Coordination and Partnerships: Facilitate coordination with the Ministry of Health, Rwanda Biomedical Center (RBC), RRP+, and other implementing partners to ensure synergies in HIV programming.
- Learning and Adaptation: Lead periodic learning reviews and pause-and-reflect sessions to document lessons learned and integrate them into future programming.
- Representation: Represent the ACHIEVE project in technical working groups, stakeholder meetings, and donor briefings.
- Reporting: Contribute to project work plans and quarterly and annual reports, and prepare technical summaries for donors and partners.
- Sustainability Planning: Support efforts to transition HIV services for vulnerable children and families to local actors and government ownership.

Eligibility Criteria and Experience
Basic Requirements
- Education: Master’s degree with at least six (6) years of work experience, or a Bachelor’s degree with eight (8+) years of relevant experience.
- Management Experience: Minimum of four years in managerial roles, with proven leadership in complex project environments.
- Technical Expertise: At least five years of experience designing and implementing HIV programs with a focus on clinical and community-based service delivery.
- Strong understanding of HIV case management, OVC programming, psychosocial support, and family-centered care models.
- Demonstrated experience with PEPFAR-funded projects and donor compliance.
- Excellent written and verbal communication skills in English and Kinyarwanda.
- Proven ability to establish and maintain professional relationships with government entities, implementing partners, and community-based organizations.
Preferred Qualifications
- Master’s degree in public health, medicine, or related disciplines.
- Experience overseeing international projects or collaborating with multiple field offices.
- Strong facilitation and presentation skills.
- Rwandan nationals are strongly encouraged to apply.
