Description of the Programme
Profile of the Responsibilities
- Provide support in maintaining the safety and security of WHO personnel, premises and assets in compliance with UNDSS and WHO Security Management Policies and Principles, monitor the implementation of the technical security measures outlined in the Security Plan, Security Risk Management Measures (SRMM), and SOPs; ensure that the country Office, suboffice and warehouses have an acceptable level of SRMM compliance.
- Ensure that the SRM is verified and advised where required. Ensure TRIP clearance is requested. Ensure RSM compliance.
- Contribute to monitoring the security situation; undertake security risk assessments for the Country Offices; and report to the Operations Officer and the WR on any emerging security threats to WHO personnel, operations, premises, and assets.
- Facilitate the implementation of recommended mitigating measures. Provide technical input on the development of SOPs and contingency plans for the country offices, participate in implementing the enhanced security measures, and ensure staff members are familiar with and adhere to the related guidelines. Ensure the implementation of an effective, practical warden system by training all wardens and sending updated lists of staff, consultants, and dependents at the duty station.
- Arrange and compile materials for security training for personnel; provide briefings on security communication systems (and assign VHF call signs for new staff), security and evacuation procedures, and other security issues and precautions.
- Arrange office evacuation drills for staff. Maintain updated security information, ensuring personnel are regularly informed of the security situation, highlighting potential pitfalls, needs, unusual situations, and problems, and proposing recommendations.
- Coordinate diplomatic missions with UNDSS and country security forces.
- Participate in security cell, area security, and SMT meetings as required.
- Represent WHO interests at the UNDSS security cell and provide inputs on SRM, RSM, SOPs, and practices under discussion, including the local security cost-sharing budget. Responsible for Office and vehicles SRMM compliance.
- Arrange for RSM review for the residence of international staff members. Follow up on mandatory security trainings for staff and ensure full compliance.
- Assist personnel in incident response and ensure timely reporting of security incidents to the UNDSS.
- Ensure the availability of necessary security equipment, including security communications, First-Aid kits, and ballistic personal protective equipment.
- Ensure personnel and drivers comply with UNDSS security measures and with movement reporting requirements.
REQUIRED QUALIFICATIONS
Education
- Essential: First-level university degree in business administration, political/social sciences, psychology or international relations with a focus on security management
- Desirable: First-level university degree in police science, military or police academy degree or training.
Experience
- Essential: At least two years’ experience in security management. Experience in training and guiding personnel on security issues.
- Desirable: Experience in field missions of the UN, health cluster partners or recognized humanitarian organization would be an advantage. Security management experience in developing countries would be an asset.
Skills
- Demonstrated knowledge of security/risk management methods, combined with a background of military, police or other security specialization. Demonstrated technical skills to understand/consolidate varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Excellent interpersonal skills and ability to work under pressure. Proven ability to communicate effectively. Tact, discretion, diplomacy and ability to promote consensus. Good knowledge of UN field security operations and the specificities of the operations conducted within the framework of an outbreak and health emergencies.

Salary
- Remuneration comprises an annual base salary starting at USD 38,762 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
