NTA Apprenticeship and VET Levy Funding Opportunities for Employers

As part of its strategic skills development initiatives under the Key Priority Grant funding window of the Vocational Education and Training (VET) Levy, the Namibia Training Authority (NTA) continues to prioritize apprenticeship training in Namibia as a critical intervention for workforce development. This programme is designed to strengthen industry capacity by supporting employers who invest in structured, quality work-based learning programmes aligned with national skills needs.
NTA apprenticeship programmes combine practical workplace experience with theoretical instruction, ensuring that apprentices gain relevant, job-ready skills. Through this model, apprentices work under the guidance of experienced Artisans, Technicians, and Supervisors, while attending formal training at a registered vocational training institution in Namibia. This dual approach ensures that learners develop both technical competence and industry-recognized qualifications.

What and how does the NTA Apprenticeship Training work?

  • Apprenticeship training is a proven, time-tested method for preparing individuals for skilled trades and technical occupations.
  • Unlike traditional training routes, apprentices begin working immediately, earning a monthly allowance while learning on the job. This makes apprenticeships in Namibia an attractive alternative for individuals seeking employment, skills development, and income stability without the high cost of full-time technical education.
  • Under the NTA VET Levy apprenticeship programme, apprentices receive structured workplace training complemented by classroom-based theory.
  • All apprenticeship qualifications must be registered on the National Qualifications Framework (NQF) to ensure national recognition and quality assurance.

Employer Participation in the NTA Apprenticeship Programme

Eligible employers across various industries are encouraged to participate in NTA-funded apprenticeship training. Employers must be approved by the NTA and demonstrate the capacity to deliver quality training. This includes access to appropriate tools, machinery, and equipment, as well as qualified mentors with relevant occupational experience.
Employers must also have an established partnership with a registered or accredited training institution in Namibia that will deliver the programme’s theoretical component. This collaboration ensures compliance with national training standards and supports effective skills transfer.

Completed applications, together with certified supporting documentation, must be submitted in person to the NTA Head Office in Rand Street, Khomasdal, Windhoek, clearly marked “Apprenticeship Training.”

Key Requirements for Apprenticeship Training in Namibia

To ensure quality and accountability, the NTA has outlined several conditions for participation in the apprenticeship funding programme:
  • Apprentices must be employed by a company registered with the Social Security Commission (SSC).
  • A formal apprenticeship contract must be signed, defining employment and training conditions.
  • Apprentices are entitled to a monthly allowance, not less than the minimum amount regulated by the NTA.
  • Apprenticeship training must be linked to an NQF-registered qualification.
  • Theoretical training and assessments must be conducted by registered or accredited vocational training providers.
  • Training schedules should follow a 70:30 training model, typically structured as nine months of workplace training and three months of institutional learning.

The Four Stages of the NTA Apprenticeship Programme

The NTA apprenticeship process is structured into four key stages to ensure transparency, compliance, and effective outcomes.

Stage 1: Application and Employer Readiness

Employers submit an application to the NTA Work-Integrated Learning (WIL) Division using the prescribed template. Before applying, employers should assess their human resource development plans, availability of qualified mentors, workplace facilities, and access to suitable training institutions. Required compliance documents include factory registration, fitness certificates, SSC registration, and company registration.

Stage 2: Workplace Approval by the NTA

Before participating in apprenticeship training in Namibia, employers must receive workplace approval from the NTA. This step confirms that the employer meets the requirements of the relevant qualification and can provide a safe and effective learning environment.

Stage 3: VET Levy Funding Agreement

Once approved, the employer and the NTA sign a Memorandum of Agreement (MoA). Through the VET Levy funding, the NTA provides a training grant to subsidize training costs and contribute toward the apprentice’s monthly allowance.

Stage 4: Apprentice Recruitment and Training

Employers must ensure a fair and transparent recruitment process. After selection, a tripartite apprenticeship agreement is signed by the employer, the apprentice, and the training institution. Training then begins, with ongoing monitoring and evaluation by the NTA.
Employers are required to prepare existing staff for mentoring roles and ensure apprentices rotate through relevant workstations. Adequate Personal Protective Equipment (PPE), tools, machinery, and equipment must be provided to support safe and effective workplace-based training.
